* Add a sleep timeout setting for hall sensor

* Update Settings.h to reorder HallEffectSleepTime to the end

* Update Settings.cpp to reorder HallEffectSleepTime to the end

* add HallEffSleepTimeout to rest of translations

* mix misaligned number in Settings.cpp
